9 stands for ق it is a sound like q from the back of the throat not found in roman letters so we write it with a 9 (maybe you know it?)

2 stands for ء it is a 'glottal stop' or a pause in the middle of a word or sometimes at the end.

other numbers you may find are 3 for ع and 5 for خ though most here use kh instead of 5
